REGULAR MEETING

VILLAGE BOARD OF THE VILLAGE OF LAKE VILLA

January 28,  2009

 

CALL TO ORDER:                   The Regular Meeting of the Village Board of the Village of Lake Villa was called to order at 8:00 p.m. on January 28, 2009 at the Lake Villa Village Hall.

 

SALUTE THE FLAG:                The Pledge of Allegiance was led by Mayor Loffredo.

 

ROLL CALL:                             Roll call indicated the following present:  Mayor Loffredo; Attorney Bateman; Clerk Brownlee; Trustees Effinger, Hall, Harms, McDonald and Trkla.  Trustee Dykstra was absent.  With a quorum present the meeting was called to order.

 

MINUTES:                                   It was moved by Tr. Effinger and seconded by Tr. McDonald to approve the minutes of the Public Hearing on 12/10/2008 and the Tax Levy minutes on 12/10/2008 and the regular meeting of January 14, 2009.

ROLL CALL VOTE WAS:         AYES:    4              PRESENT:   1 (Tr. Hall)                                                                                                                MOTION CARRIED

 

MAYOR:  Executive

Session – Personnel. Pending

And Perspective Litigation,

Collective Negotiation

                                                      It was moved by Tr. McDonald and seconded by Tr. Effinger to go into Executive session following a brief recess after Citizens to Address the Board for the purpose of Personnel, Pending and Perspective Litigation and Collective Negotiation.

                                      ROLL CALL VOTE WAS:         AYES:    5              MOTION CARRIED

 

Class “F” Liquor License          It was moved by Tr. Trkla and seconded by Tr. Effinger to approve a Class “F” Liquor License for the American Aid Society for dates of  March 3, April 18, May 16, May 24, June 28, July 4, July 25, August 2, August 9, August 23, September 19 and 26, October 3 and 10, November 1 and December 6.

ROLL CALL VOTE WAS:         AYES:    5              MOTION CARRIED

 

2009 Tower of Year                   Representatives from Tnemec presented awards to Mayor Loffredo, Glenn McCollum, Director of Public Works and Jim Bowles, Village Water Operator for their part in the completed project of the water tower at Painted Lakes.

 

PLANNING, PROPERTY &

PARKS:  Replace Locking

System – Police Department     It was moved by Tr. McDonald and seconded by Tr. Harms to authorize the Director of Public Works to hire MGN Lock, Key and Safes Inc. in  Mundelein to replace 3 existing locks in the Police Department with Simplex locks at a cost not to exceed $2630.00 with funds to be taken from building maintenance.

                                                      ROLL CALL VOTE WAS:         AYES:    5              MOTION CARRIED

 

PUBLIC SAFETY:

Outdoor Emergency Call

Box                                                It was moved by Tr. McDonald and seconded by Tr. Hall to authorize the Director of Public Works to hire Cadre Communications, Inc. (cci) in Lake Villa to install an Outdoor Emergency Call Box at the Village Hall at a cost not to exceed $1500.00 with funds to be taken from building maintenance.

                                                      ROLL CALL VOTE WAS:         AYES:    5              MOTION CARRIED

 

BUILDING & ZONING:

Zoning Compliance Form          It was moved by Tr. Hall and seconded by Tr. McDonald to have Mayor Loffredo sign the zoning compliance form application for BILLABLY SERVICES, INC. at 1600 N. Milwaukee Avenue.

                                                      ROLL CALL VOTE WAS:         AYES:    5              MOTION CARRIED

 

                                                      Recess 8:30 pm.

 

RECONVENE:                            It was moved by Tr. Harms and seconded by Tr. Hall to reconvene the regular meeting of the village board at 9:35 pm.

ADJOURNMENT:                     It was moved by Tr. Trkla and seconded by Tr. Hall to adjourn the regular meeting of the Village Board at 9:40 pm.
