VILLAGE BOARD OF THE VILLAGE OF LAKE VILLA

CALL TO ORDER:            The Regular Meeting of the Village Board of the Village of Lake Villa was called to order at 8:00 p.m. on February 11, 2009 at the Lake Villa Village Hall.

 

SALUTE THE FLAG:         The Pledge of Allegiance was led by Mayor Frank Loffredo.

 

ROLL CALL:                     Roll call indicated the following present:  Mayor Loffredo; Attorney Bateman; Deputy Clerk Battistone; Trustees Dykstra, Effinger, Hall, Harms, and McDonald.  Tr. Trkla was absent.

 

MINUTES:                         It was moved by Tr. Effinger and seconded by Tr. Hall to approve the minutes of the regular meeting of January 28, 2009.

                                          ROLL CALL VOTE WAS: AYES: 5     MOTION CARRIED

 

MAYOR:

EXECUTIVE SESSION:    

Litigation Probable or Imminent

                                          It was moved by Tr. Harms and seconded by Tr. Hall to go into Executive Session for the purpose of Personnel and Pending Litigation.

                            ROLL CALL VOTE WAS: AYES: 5     MOTION CARRIED

 

FINANCE:             

Accounts Payable:             It was moved by Tr. Dykstra and seconded by Tr. McDonald to approve the accounts payable for invoices due on or before February 11, 2009, in the amount of $283,232.77 as presented.

                                          ROLL CALL VOTE WAS: AYES: 5     MOTION CARRIED

 

PLANNING, PROPERTY& PARKS

                                          It was moved by Tr. McDonald and seconded by Tr. Effinger to approve the proposed amendment to the Oakland Ridge Homeowners Association regarding garbage receptacles.       

ROLL CALL VOTE WAS: AYES: 5     MOTION CARRIED

 

ORDINANCES & LICENSES: 

Ordinance 2009-02-01         It was moved by Tr. McDonald and seconded by Tr. Dykstra to approve Ordinance 2009-02-01.  AN ORDINANCE AMMENDING THE VILLAGE OF LAKE VILLA VILLAGE CODES (Re. Amendments to Chapter 1, Traffic Regulations of Title 7, “Motor Vehicles and Traffic”).

                                          ROLL CALL VOTE WAS: AYES: 5     MOTION CARRIED

 

Ordinance 2009-02-02         It was moved by Tr. McDonald and seconded by Tr. Hall to approve Ordinance 2009-02-02.  AN ORDINANCE AMMENDING THE VILLAGE OF LAKE VILLA VILLAGE CODE (Re:  Addition of New Section 5-1-11, “Depositing of Soil, Aggregate, Mud, Dirt, Dust, Plowed, Blown, and /or Shoveled Snow, Debris and /or Any Other Substance”, of Chapter 1 of Title 5). 

ROLL CALL VOTE WAS: AYES: 5     MOTION CARRIED

 

Ordinance 2009-02-03         It was moved by Tr. McDonald and seconded by Tr. Harms to approved Ordinance 2009-02-03.  AN ORDINANCE AMMENDING THE VILLAGE OF LAKE VILLA VILLAGE CODE (Re:  Title 5, Chapter 4, Article C, “Illicit Discharge Detection and Elimination Regulations”).

`                           ROLL CALL VOTE WAS: AYES: 5     MOTION CARRIED

 

CITIZENS TO ADDRESS

THE BOARD:                    Joyce Frayer, of 50 Oak Knoll, asked the Board for clarification on Oakland Ridge Homeowners Association and Ordinance 2009-02-03.

 

 

ADJOURNMENT:              It was moved by Tr. Effinger and seconded by Tr. Hall to adjourn the regular meeting of the Village Board of the Village of Lake Villa at 8:07 p.m.
