REGULAR MEETING

VILLAGE BOARD OF THE VILLAGE OF LAKE VILLA

APRIL 26, 2006

 

 

 

 

CALL TO ORDER:                   The Regular Meeting of the Village Board of the Village of Lake Villa was called to order at 8:00 p.m. on April 26, 2006.

 

SALUTE THE FLAG:                The Pledge of Allegiance was led by Mayor Frank Loffredo.

 

ROLL CALL:                             Roll call indicated the following present:  Mayor Loffredo; Attorney Bateman; Clerk Brownlee; Trustees Dykstra, Effinger, Frayer, Hall, Hartwig and McDonald were present.  With a quorum present, the meeting was in order.

 

MAYOR:

Executive Session – Pending

Litigation                                     It was moved by Tr. Effinger and seconded by Tr. McDonald to go into Executive Session for the purpose of Pending Litigation.

                                                      ROLL CALL VOTE WAS:         AYES:    6              MOTION CARRIED

 

Deep Lake Weed

Treatment                                    It was moved by Tr. Frayer and seconded by Tr. Hartwig to approve payment for the Deep Lake weed treatment not to exceed $1,000.00 and to be taken from the park donation account.

                                                      ROLL CALL VOTE WAS:         AYES:    6              MOTION CARRIED

 

FINANCE:

Oakland Ridge – Concord

Developers                                  It was moved by Tr. Dykstra and seconded by Tr. Hartwig to authorize the Village Treasurer to return $10,000.00 in escrow from Oakland Ridge Subdivision to Concord Developers.

                                                      ROLL CALL VOTE WAS:         AYES:    6              MOTION CARRIED

 

ORDINANCE & LICENSES:

Resolution 2006-04-02

It was moved by Tr. Frayer and seconded by Tr. Effinger to adopt Resolution 2006-04-02 a Resolution Authorizing the Sale of Surplus Real Estate Owned by The Village of Lake Villa (Re:  Permanent Index Number 02-28-201-099 in Painted Lakes Subdivision).

ROLL CALL VOTE WAS:         AYES:    6              MOTION CARRIED

 

Ordinance 2006-04-02                It was moved by Tr. Frayer and seconded by Tr. McDonald to adopt Ordinance 2006-04-02, “AN ORDINANCE AMENDING THE VILLAGE CODE (RE: SECTION 5-3-5, “STREET AND SIDEWALK IMPROVEMENTS”,  AND TITLE 11, CHAPTER 1, “SUBDIVISION ORDINANCE”).

                                                      ROLL CALL VOTE WAS:         AYES:    6              MOTION CARRIED     

 

CITIZENS TO ADDRESS

THE BOARD:                             Jeff Lee, Lake Villa Township Assessor, introduced himself to the Village Board and encouraged all present to come in and visit the assessor’s office.

 

                                                      Ann Miller of 612 Pineview Pass said she was opposed to the tax incentive package being presented to Nielsen LLC.

 

                                                      Gary Buschman of Buschman Homes agreed that incentives were very good for businesses coming into Lake Villa.

 

                                                      RECESS:  9:05

 

RECONVENE:                            It was moved by Tr. Dykstra and seconded by Tr. McDonald to reconvene the regular meeting of the Village Board at 10:10 p.m.

                                                      ROLL CALL VOTE WAS:         AYES:    6              MOTION CARRIED

 

May 3, 2006                                 On May 3, 2006 the Committee as a whole will be in Executive Session regarding Pending Litigation.

 

 

 

 

 

ADJOURNMENT:                     It was moved by Tr. Frayer and seconded by Tr. Hall to adjourn the regular meeting of the Village Board at 10:12 p.m.
