ORDER: The Regular
Meeting of the Village Board of the Village of Lake Villa was called to order
at 8:05 p.m. on October 11, 2006.

Allegiance was led by Mayor Frank Loffredo.
ROLL CALL: Roll call indicated
the following present: Mayor Loffredo;
Attorney Bateman; Deputy Clerk Aronson; Trustees Dykstra, Effinger,
Frayer, Hall, Harms and McDonald. With a quorum
present, the meeting was in order.
MINUTES: It was moved by Tr. Frayer
and seconded by Tr. Harms to approve the minutes of September 13, 2006 and September 27, 2006. Also, the minutes from
the Public Hearing on September 13, 2006.

Meeting It was moved by Tr.
Harms and seconded by Tr. Frayer to change the
regular board meeting of November 22,
2006 to November 29, 2006.

Police Pension
Board
Reappointments It was moved by Tr. Frayer and seconded by Tr. Harms to reappoint Tr. Dykstra
as Treasurer of the Police Pension Board until 2008 and to reappoint Mayor
Loffredo as Secretary of the Police Pension Board until 2007.

Hire Computer
Technician It was moved by Tr. Frayer and seconded by Tr. Hall to hire Joe Orlando as the
village/police department computer technician, on a part time basis, 3-6 hours
per week, at a rate of $40/hour.

Memorial
Sponsorship It was moved by
Tr. Frayer and seconded by Tr. Hall to donate
$1,000.00 towards bronze sponsorship for the Lindenhurst Veterans Memorial.

Accounts
Payable It was moved
by Tr. Dykstra and seconded by Tr. Frayer to approve
the accounts payable for invoices due on or before October 11, 2006 in the amount of $263,385.09,
as presented, including payment to A.A.A. Tentmasters.

Water Storage
Tank
Payment #1 It was moved by Tr. Dykstra and seconded by Tr. McDonald to
approve pay request #1 to Natgun, Inc. for the water
storage tank project, per the engineers recommendation in the amount of
$265,400.00. This will be paid from the bond issue proceeds, contingent upon
receipt of lien waiver and certified payroll records from the contractor.

WATER & SEWER:
Lift Station
Maintenance It was moved by Tr.
Harms and seconded by Tr. Frayer to authorize the
Director of Public Works to hire HydroAire Services,
Inc. to perform preventative maintenance on the lift station pumps at a cost
not to exceed $4,500.00, as budgeted.

PUBLIC SAFETY:
Hire Part Time
Police Officer It was moved by
Tr. McDonald and seconded by Tr. Frayer to hire
Andrew Orians as a part time police officer at a rate
of $15.00/hour. Also, to waive the physical and psychiatric evaluation, as per
Chief Visconti’s request.

Lease Copier It was moved by
Tr. McDonald and seconded by Tr. Frayer to authorize
Chief Visconti to lease a digital print/scan system
color copier from Advanced Business Tech. The lease agreement will be for 60
months at a rate of $232.52/month for a total of $13,951.00.,
with a maintenance agreement of $500.00 for 5,000 prints or 1 year, whichever
comes first.

ORDINANCES & LICENSES:
No Parking
Signs It was moved
by Tr. Frayer and seconded by Tr. McDonald to direct
Attorney Bateman to draft an Ordinance for the No Parking Signs to be installed
on the following streets: Thompson Lane; Heritage Trail Parkway; Lake Ave.;
Central Ave.; and Painted Lakes Blvd.
