REGULAR MEETING

VILLAGE BOARD OF THE VILLAGE OF LAKE VILLA

October 24, 2007

 

 

 

CALL TO ORDER:                   The Regular Meeting of the Village Board of the Village of Lake Villa was called to order at 8:00 p.m. on October 24, 2007 at the Lake Villa Village Hall.

 

SALUTE THE FLAG:                The Pledge of Allegiance was led by Mayor Frank Loffredo.

 

ROLL CALL:                             Roll call indicated the following present:  Mayor Loffredo; Attorney Bateman; Clerk Brownlee; Trustees Dykstra, Effinger, Hall, Harms and McDonald.  Trustee Trkla was absent.  With a quorum present the meeting was called to order.

 

MINUTES:                                   It was moved by Tr. Hall and seconded by Tr. McDonald to approve the minutes of October 10, 2007 Village Board Meeting.     

                                                      ROLL CALL VOTE WAS:         AYES:    5              MOTION CARRIED

 

ATTORNEY:                              Attorney Bateman informed the Board of Trustees that a meeting at another date would be scheduled with Buschman Development, representatives from the Lake County Board and the Lake Villa Village Board of Trustees since correspondence from Buschman Development was received too late to be added to the agenda for action as of this date.

WATER & SEWER:

Approve CDBG Application

Signature                                     It was moved by Tr. Harms and seconded by Tr. McDonald to authorize the Mayor to sign the application for a 2008 Community Development Block Grant for funding of $80,000 for a watermain upgrade and road improvement on Oakwood Avenue.

                                                      ROLL CALL VOTE WAS:         AYES:    5              MOTION CARRIED

 

PLANNING, PROPERTY &

PARKS:

Watershed Development/

Mansion Park                              It was moved by Tr. McDonald and seconded by Tr. Harms to authorize payment of the Watershed Development Permit fee of $9,280.00 to the Lake County Stormwater Management Commission for the OSLAD Grant Mansion Park.

                                                      ROLL CALL VOTE WAS:         AYES:    5              MOTION CARRIED

 

BUILDING & ZONING:

Signs                                            It was moved by Tr. Hall and seconded by Tr. Effinger to notify Water’s Edge Apartment Management that the signs in violation of the sign ordinance need to be removed by November 23, 2007 as well as all “sniper” signs.  New signs need to be placed either back to back or in a “v” or wedge shape.

                                                      ROLL CALL VOTE WAS:         AYES:    4              NAYE:    1(Tr. McDonald)

                                                                                                                                                MOTION CARRIED

 

Sign Violation Letters                It was moved by Tr. Hall and seconded by Tr. Harms to authorize Robert Streicher, Building Department Director, to forward letters to the following businesses for sign violations per discussion in committee on October 24, 2007:    Kiddie University Preschool, Lake Villa Shell, McDonald’s, Scott Dogs, Suds N Spray Enterprises, Inc. (car wash) and The Sanctuary Apartments (Buschman Homes).

                                                      ROLL CALL VOTE WAS:         AYES:    4              PASS:    1(Tr. Dykstra)

                                                                                                                                                MOTION CARRIED

ADJOURNMENT:                     It was moved by Tr. Hall and seconded by Tr. McDonald to adjourn the regular meeting of the Village Board of the Village of Lake Villa at 8:30 pm.
