Northern Illinois Police Alarm System

The Northern Illinois Police Alarm System was established by an intergovernmental service agreement in 1983. The purpose as stated in the intergovernmental agreement reads as follows:

"This agreement is made in recognition of the fact that natural occurrences or man-made occurrences may result in situations which are beyond the ability of the individual community to deal with effectively in terms of manpower and equipment resources on hand at a given time. Each community has and does express its intent to assist its neighbor communities by assigning some of its manpower and equipment resources to an affected community as resources and situations allow. The specific intent of this agreement is to permit the Police Departments of each community to more fully safeguard the lives and property of all citizens."

In 1987 the Alarm System developed the Emergency Services Team, a full service tactical team designed to handle high risk incidents. The Emergency Services Team is administered by a coordinator and six assistant coordinators. The Team has four tactical units; an Entry Unit consisting of ten officers and a supervisor; a Containment Unit consisting of fifteen officers and a supervisor; a Marksman Unit consisting of eight officers and a supervisor and a Command Unit, consisting of the seven coordinators.

The Emergency Services Team provides services to 29 member agencies. Several years ago, the Northern Illinois Police Alarm System developed a ready reaction force capable of providing up to eighty (80) riot equipped police officers.
